NACE MR0175/ISO15156 for base metal required when cladding is there?

I have a de-ethanizer column, with carbon steel base material and S.S 316L cladding. My question is that even after using clad plate is it mandatory that base material shall meet requirements of NACE MR0175/ISO15156?
