Dear mates,
When is mandatory certify any PV alteration by an AI??
An ASME stamped PV to be altered may be certified by an API 510 Inspector??
Any input will be appreciated.

Your question is dependent on your jurisdictional requirements. Where are you located?
Just because an individual is API 510 certified does not make them an Authorized Inspector. Same can be said for National Board Inspectors not holding a commission.

Meekali,
I am not in United States, but in South America.

I would use an AI and not an API inspector on a NB/ASME pressure vessel.

First, you may certainly use API 510 for pressure vessel alteration or the National Board Inspection Code (NB-23).

If you read the definition of an Inspector in the Glossary of API 510 it states

inspector: A shortened title for an authorized pressure vessel inspector.

authorized pressure vessel inspector: An employee of an authorized inspection agency who is qualified and certified to perform inspections under this inspection code. A non-destructive (NDE) examiner is not required to be an authorized pressure vessel inspector. Whenever the term inspector is used in API 510, it refers to an authorized pressure vessel inspector.
