NDE Qualification requirements compliance

Can anyone explain why the NRC and ASME does not require vendors of nuclear fuel materials in the US to comply with the requirements of ASNT-TC-1a, as specified in either the old N45.2 series requirements or the NQA-1, 1994? Those are the requirements under which basically every reactor in the country was licensed to operate. And the old version of N45.2 and NQA-1 require compliance with the 1980 version of TC-1a with it's 3 year certification period for the Level III. I know that under Section XI a request was made to upgrade to the 1988 version and it's 5 year period but as I understand it the NRC has never been requested and has not approved a switch to the 5 year for the manufactures.
