NDS shear stress factor 1

In the NDS, you can choos a value for the shear stress factor anywhere between CH=1.0 to 2.0. What are other engineers using out there in practice for newly designed structures? I know that AF&PA plans to drop the shear stress factor but I don't know which way they will go (always 1.0 or always 2.0).

We usually use 2.0 but are sure to specify on our plans that the shakes and splits be limited to that indicated by the NDS for the 2.0 factor.
