What is the scoop on 5kV single conductor unsheilded cable in the US?

I heard that the NEC is derating the use of the cable to 2.4kV. Has this already taken place?

I am in Canada and I am having trouble purchasing 2/0 5kV single conductor unsheilded cable...never had a problem before...

NEC Article 310.6 now prohibits, in most cases, the use of unshielded cable above 2300 volts. The primary reason is safety. At 4160 volts an unshielded cable may carry a surface charge that could be dangerous.
