necessary holes for welds

Where I work we may increase the stiffness of a w-beam by welding a plate to flush against the flange. We normally fillet weld all corners of course, but we also punch holes through the middle of the plate and slug weld there in order to keep the plate from seperating in the middle. Alas to my question; Does anyone have any comments on to whether this hole and slug weld to the flange is necessary or would a properly sized fillet weld around the perimeter of the plate suffice in keeping the plate flush with the flange in a heavy bending application?

PLUG welding doubler plates is common. But, the additional weld area provided by the plug welds is dependant on your application and service. Plug welds for doubler plates are typically utilized where possible buckling of the W shape flange or doubler plate may be encountered.

I know your not slug welding, that's a no-no.
