Need assistance...

I don't know if I am in the right place but here goes.
I have a building that has one service entrance of 220 100a.
There are now two apartments in the building. Because of rising energy costs,the landlord wants to put separate meters on each apartment.
My question. Should the landlord have a separate service added and one of the apartments rewired to that service or can the existing service be split with a subpanel and additional meter installed?

The second case is not a separate service. I would expect issues over meter ownership, because it is on your side of the service. Technically, then you have become a power broker, which may cross some state utility commission rules.

Simplest thing: new service, rewire apt.

I think submetering of apartments is quite common, no?
