Need certification for a used spectrometer

I plan to buy a used spectrometer (used for chemical analysis) from US and instal the same in India. Before it gets shipped I need a Chartered Engineer's certificate declaring the model and year of manufacture,current status, residual life and the market value .

This will enable importing it without any major hassles. I am interested in knowing the cost for such a service and whom should I approach for it. Please note this restriction is only in the case o used equipments and not for new ones.

Thanks all,the seller has agreed to do the needful for a few hundred dollars. Ofcourse he needs 2 weeks time for this.
