Need for Post Weld Heat Treatment

On a 18" flare line we have installed a 16" nozzle using a split Tee. The WT of the pipe is 3/8", WT of the Tee is 30 mm. This tee is welded to the run pipe with two circumferential welds.
Acc. to B31.3 a PWHT is necessary. Is it allowed to machine the Tee and the welds in order to reduce their thickness so a PWHT is no longer necessary?

PS - For a number of reasons a PWHT on this line is not an option.

Too little information to help you. Any wall thickness reduction needs to be re-evaluated by minimum wall thickness calcs in accordance with ASME B31.3.
 
Assuming the material is in P-No.1, please review 331.1.3(b)(1). It may apply.
