I'm building an affordable portable phone charger that looks almost similar to the typical small Iphone charger with modular USB plug.
My power source comes from a 12V regulated solar PV system.
I need hardware recommendation for a 1A 12V to adjustable 5~5.5V (or more) switching regulator IC chip or SMALL device.

It will be preferable if the component is be brought from element14.

Have a look at my 2nd post on this thread where I link to two examples of inexpensive products available online. Those products might provide some inspiration of what chips are popular and cheap. Good luck.
 
Why not just use a car to USB charger; some can output up to 2A at 5V.

$2.30 which is pretty low already. Add ~$2.00 for a USB cable.
