Can stainless steel 304L/316L produce by machinig from hot rolled stainless bar stock? flanges type SLIP-ON, WELD-NECK, BLIND. Does the standard required only forging process?

It can be machined from hot rolled bar but the axis of the hub of finished flange shall be parallel to the long axis of the original bar.
The ring formed from plate shall have original plate surfaces (lamination direction) perpendicular to the axis of the finished flange.
The joint between ring and hub shall be butt welded and controlled according to the code.
