Need pressure vessel consult in PA

I need to have both a vacuum vessel and a pressure vesel design that I did certified and stamped. I am in PA. Is there any outfit who will certify someone else's design?(obviously I would change whatever they wanted me to)

PA could stand for either Panama or Pennsylvania, USA.

I am not sure that I understand why you are doing this. Unless this is an unusual pressure vessel (high pressure, or subject to cyclic service- ASME VIII Div -2) a PE stamp is not required.

Are you also going to try to fabricate these items ?

Otherwise, why not simply specify in detail what you want and then go to an ASME certified shop and have them build the vessels ?

Here's what I have, maybe you could give me a shoot-from-the-hip opinion on whether or not it's adequate:

36" OD x 36" high (straight section), .180 " thick A36 steel. Vessel is under a vacuum, so figure 14 PSI external force. I need to be sure it will not implode. Currently I have 1/4" thick, 2" wide flanges top and bottom with no reinfocring ribs in the center.
