I seek recommendations for a small control system suppliers that can handle about 12 analog inputs, 12 analog outputs, 10 digital inputs and 10 digital outputs, with mixed analog and digital control, easily configurable control with one easily configurable operator console. Outdoor environment, I know how I want to control things but I am trying to minimize the system unique learning curve mechanics; ie, I am looking for something easy to configure.

Quantity?
Assumind you need only one:
A pc compatible with 30MHz clock, $69 with analog card $??
You must design/provide housing and power.
If this is OK, try <

I don't use my PC outside. Consider the A/B SLC 500 series or similar low-end PLC.

For small PLC I would go to:

1. Automation Direct (Koyo PLC)
2. Siemens

3. Others:
Izumi
Fuji Electric
Mitsubishi Electric
OMRON
Schneider Electric (Modicon)
Yamatake
Talan Electric
Yokogawa Electric
Toyoda Machine Works
Koyo Electronic Industries
Rockwell (Allen-Bradley)
GE Fanuc Automation
Toshiba
Siemens
Sinko
Samsung
Keyence
LG
Fanuc

If the ease of programming is important, I would look into
PC compatible single board computers from jkmicro or bagotronics (add to both).

They can be programmed in any language. I many times
used GWBASIC for writing/debugging and compiled it with
TURBO-POWER-or QUICK-BASIC.
