Need to create sensor for soluble oil % soltion monitor

In a nutshell, we have some machining fluids that need tight control of concentration. WE already have a nice circuit for an LED display but need to incorporate a way to sense concentration. Problem I see here is there is a variety of oils with slightly different SG ratings.

I would also like to monitor PH as well. Can someone point me in the right direction? Concentration of oil in water will be between 3-30% if that helps at all.

Sounds like a job for a turbidity sensor... the oil will be perceived as a foreign object within the water.
