Need to have a levered prop to lift the front wheels of a mobile unit.

I am trying to find a manufactured lift system for a mobile unit. I ended up searching the internet for some type of system but to no avail I can not find one. I found a caster that had a raised stop built in but I need the system to hold a static load of 14000lbs. I am designing the base system for a mobile medical unit and need to find a solution in raising the front caster off the ground and statically hold them high enought to transfer the load onto the lift system. I want to have it operated by a foot pedal in the rear of the cart. I appreciate anyone input to a solution.Thanks

14000 pounds?

Assuming an average person weight of 154 pounds you would need a 90:1 mechanical advantage to do this with a foot pedal.

Sorry, got alot running through my mind. The static load needs to hold up to 14000lbs which includes a FOS of 4 and in the worse case scenerio. The actual weight it needs to lift is around 700 lbs. I am keeping the option of hydraulics in mind but i think I can get the mechanical advantage to work with me. I was just trying to find a manufacturer of any type of system that I can use.
