I know this is not the best application but can anyone give me in short answer form if I can spec out a 3/4" X 9" stainless steel Nelson Stud to be welded to a 1/2" mild steel plate, in the field. Plate can also be 3/4" if that would help and stud could also be some other corrosive material but would prefer stainless for direct weather exposure. No strength required. This is a very static system experiencing little or no loads on the studs.

Looking for an easy application, contractor will have to do a couple hundred of these.

I would suggest you qualify the stud welding to ASME Section IX. This is considered a semi-automatic process and, as such, all you need to so is to write a WPS to Section IX. It is very easy to do.
 
DO NOT do more than dream about stud-welding those s/s studs.

If somebody handed me this mess, I would get ahold of a custom fastener supplier to make 'bolts' with the shape required. Then would have them applied using Flux-Cor process FCAW with E309 filler wire 0.045" diameter. Welds to be 2-pass, to give some inherent stress relief.
