If you have a breaker with a 4 home nema pad can you use only two holes on the pad? Like I want to use a two hole connector on a 4 hole pad.

Yes, as long as you do not exceed the rating of the two hole connector (which is the ampacity of the conductor at the rated terminal temperature).
