I was wondering if anyone knew where I could find out information on designing Neoprene Bridge Bearing pads.

AASHTO - American Association of State Highway and Transportation Officials - Standard Specifications for Highway Bridges.

That volumne has a section dedicated to bearing and all the equations that you'll need to design them.
 
Try the Nebraska Department of Roads website. They have a design example that you may find helpful.
 
- AASHTO is a good resource and code for Highway Bridges. (Std or LRFD codes)

- AREMA is applicable for Rail Bridge structures (primarily based on AASHTO STR- AASHTO is a good resource and code for Highway Bridges. (Std or LRFD codes)

- AREMA is applicable for Rail Bridge structures (primarily based on AASHTO STD specifications)

Don't dismiss talking to some bearing manufacturers. Bearing manufacturers generally have their own in-house people who design bearings and could possibly help.

Pre-cast manufactures could be another avenue for you to get some leads or assistance.

I have some reference material from Glacier (W.G. Bearings Inc.) as well as one from Goodco Ltd.

A very good resource is "Design of Neoprene Bearing Pads" by Dupont. Sorry, I do not know where you can get this as I got a copy from a colleague / mentor of mine.
