NERC-CIP as it pertains to green field

With NERC-CIP in full gear, does anyone see it more beneficial or cost effective to construct new substations inside a single fortified building? GIS to reduce size, transformers behind a folding "garage" door.

Do the bushings going into the building need protection?


I am debating doing that instead of a large GIS surrounded by ballistic walls.

I will say yes, that the GIS bushing needs protection since they are vulnerable to gunshots.
An alternative is using GIS cable connection module to underground HV cable to a cable termination near the transformer.
Although the security fence cost reduces the price differential between a GIS and AIS substation, it is unlikely that a GIS is cheaper than the AIS. If this is for an urban substation, the cost of the real state could help to close the price differential.
Indoor GIS brings other benefits since there are more esthetics and less exposed to the elements and therefore the availability it is expected to be higher than the AIS.

 
Even MV bushings? Sounds like I need the fence anyways, that is unless I transition to an underground riser at the monopole?
