It WILL make many government workers very nervous.

That will indeed make a bunch of goverment workers and managers VERY nervous.

"efficiency and rigor" Seriously? Commercial companies are the exact opposite of rigorous; there's a common adage about "shooting the engineers," because they feel that engineers don't adhere to the bottom line because they're constantly coming up with new problems and issues to solve. Efficiency is generally achieved by eliminating things, and not by figuring out how to do things more efficiently.
