In other news 1200 era Hollanders look up with little surprise. For that matter a significant proportion of Norfolk in the UK was claimed from the sea by judicious use of seawalls, drainage and windmills.

I don't think we're saying it's not a good idea. I think we're saying ...

1) hardly "innovative", and
2) if you (well, your taxpayers) can afford the cost then why not. My suspicion is that someone is making plenty of hay out of this. I suspect they had green space set aside, possibly a requirement of local planning. I suspect they had fill to get rid of, presumably some sort of excavation is required. I suspect someone thought ... I can save the dumping fees (dump it on my own green-space) and call it "climate protection" and charge double !
