New Plugin for Teamcenter

Dear all,

I use the TC10 4-Teir Rich client and I want to build and ad a new button with which I can turn on and of some specific view configs.
Question:
How can I implement the button without having administrator rights for Teamcenter and where can I define that Teamcenter should load my add-on?
