Newer editions of Table U-3 Standards (ASME VIII-1) 1

Hello,

We have had an AI bring up an issue with ASME B16.5 flanges, and I honestly don't know how to proceed... HELP!

Per ASME VIII-1 (2017) table U-3, the acceptable edition of ASME B16.5 is the 2013 edition.

ASME B16.5 however was updated in 2017, and our regular suppliers are now only stocking the newer ASME B16.5-2017 flanges.

We have gone back to most of our suppliers, and none of them are willing to offer flanges with paperwork referencing the 2013 code edition.

I don't see anywhere in ASME VIII-1 that allows the use of codes more recent than listed in table U-3.

This was brought up to us by an AI, and we have to provide some sort of code reference to make him happy...

What can we do?!

Find new suppliers. VIII-1 will only reference B16.5 (2013) even in the 2019 Edition.

You could also check to see if the dimensions are different. If they are the same, then only use the pressure-temperature ratings from 2013.
 
I just reviewed an EN 10204 3.1 CMTR from a random B16.5 flange we had on a recent job. The CMTR doesnt list the B16.5 edition. I cant even remember previous CMTR's from other jobs do. Where is it determined if you have '2013 or 2017 flange'?

We are currently doing just that, but have been turned down by everyone we have approached so far (often with comments indicating that we are making a 'stupid' request, and are 'stupid' for not using the most up-to-date code available...). This includes some very large global flange manufacturers.

I have to ask though, if ASME B16.5 is a standard written by an ASME committee, why does the ASME VIII-1 committee not rely on their expertise? Wouldn't the ASME B16.5 committee include experts knowledgeable in flange design? I could understand not wanting to use much older editions, buy why not allow newer editions?

For ASME VIII-1 (2019), is there a reason the ASME VIII-1 committee will not approve the 2017 edition of B16.5? Is there something that they disagree with, or is it just a matter of not having the resources to perform a review of the changes?

In a related issue, I've always wondered why the list of allowable ASTM codes listed in ASME IIA Appendix II is so out of date. Some of those materials list the only accepted editions with very old date ranges, for example SA-524 lists a date range of 88 through 93 (newer editions were released back in 1996). Related to my question before, is all of this just a matter of not having adequate resources to review referenced codes?

Some of the suppliers will list the edition with wording such as: B16.5-17. But I agree many suppliers don't list the edition at all.

 
Update: it appears that the B16.5 Edition in Section VIII was an oversight. Working with a deadline of December for getting things into the 2019 Edition, the Committee is looking at updating things.

As an interim measure, suggest sending an interpretation request immediately.
 
I sent in an interpretation yesterday... I wrote it to address Table U-3 in general, as we would likely run into the same issues with other codes such as B16.47.

The Code Committee meeting is in two weeks. I will see what we can get accomplished there, and what we can issue for immediate relief per your Interpretation Request.
