newly painted radiator emitting fumes

The radiator (including run-outs and riser) in my dorm room was painted silver this summer (I presume this is spray paint). The heat was recently turned on in the building and every time I come back to the room after the heat has been on it smells like chemicals and it is slightly cloudy. I presume that the wrong spray paint was used for this thermal application and is thus "burning" when the steam is coming though the pipes.

Question: Is this a temporary problem (VOC's will cease being emitted after some time)? Would it be possible to re-paint over this with the correct spray paint to stop this from emitting fumes or will the paint need to be stripped?

Note: the Riser was painted as well so simply shutting off the heat won't work (and I would be without heat!).

It is a temporary problem. The heat in the room should be turned as high as possible until the radiator is completely baked-out while ventilating the room. There are only so much VOC's that can come out of the paint. A bake-out period is required for almost all high temp paints.
 
Not the healthiest environment to be in. Can you ask to be relocated for a week or 2 while implementing compositepro's solution?

It is better to have enough ideas for some of them to be wrong, than to be always right by having no ideas at all.
