NFPA 101 "minimum illumination"

In section 7.8 of NFPA 101, does "minimum illumination" mean the absolute minimum footcandle level at any point, or does it mean the minimum average footcandle level throughout the area. This can make a huge difference especially for lighting egress paths outside the building.

Minimum is minimum, average is average. Minimum is the lowest level that would be measured by a light meter.
