NFPA 11 reserve supply

folks,
as per NFPA 11, it is stated that :
7.3.5.1 A reserve supply of foam concentrate sufficient to meet system design requirements shall be provided in
order to put the system back into service after operation.
7.3.5.2 The reserve supply shall be in separate tanks or compartments, in drums or cans on the premises, or available
from an approved outside source within 24 hours.

is it the responsability of vendor to supply the reserve?

What does the fine print in your Contract say??
 
Does your contract at least state compliance with NFPA 11 or other statutory regulations that refer or can lead to NFPA 11? If not, you could get away without it.
 
Sounds like the answer is NO?

When asked, say show me in the contract.

There is a lot of stuff in the NFPA standards, not always part of your contract.
