NFPA 14 - hose reel flow rate 1

Hello all, Our local fire department has asked us to design a class 2 system as per NFPA 14 with 1" diameter hose reels. NFPA 14 requires 100gpm from the hose stations at 65psi but a 1" hose may only be able to provide 25-30gpm. Did I miss something in the code addressing this seemingly logical question?

You typically provide calculations up to the connection, not considering the hose. 1" hose will produce a greater pressure loss but since 1" is allowed for light hazard occupancies only, it is acceptable that the flow will be reduced.
 
Seems unusual the fire department would want you to design the hose stations with hoses. Typically they want to bring their own hoses (which they maintain and know the condition) and do not want the building occupants to use the hoses.

PEDARRIN2...exactly what I am thinking. Class 2 is apparently not frowned upon here.
