NFPA 20 Motor Service Factor

NFPA 20 requires that the fire pump motor have a service factor of no greater than 1.15. Does this mean that the pump can be rated for greater than 1.15 or that the application can't use the pump at greater than 1.15 SF. In other words, is it OK to use a 1.25 SF pump as long as the application does not draw >1.15xFLA continuously.
