Does NFPA 22 allow for tanks constructed in stainless steel?

No. Section 4.3.1 limits the materials of construction to carbon steel, FRP,wood or concrete.

Thanks, I suspected that to be the case. But can anyone address the reason for this exclusion of stanless steel in this application?

Probably because NFPA 22 allows prescriptive designs and these designs never contemplated the use of stainless steel. If you wanted to design a tank using stainless steel, it could be accepted by the authority having jursidiction provided you demonstrate the design complies with NFPA 22.
