NFPA 22 Underbottom protection - Section 5.6.7

I would like to place an NFPA 22 Fire Water Tank on a ringwall foundation. The tank is about 40' dia.

Given the options for protecting the bottom underside, it would seem at first glance that the sand/lime mix with a ph of 6.5 to 7.5 would be the best option.

However, finding the proper sandmix has been a challenge. Any suggestions or am I going down the wrong road?
