NFPA 54 - Pressure Testing

Hi all,

I am constructing a fuel gas line (25psi) and confused with pressure testing of pipe.
Can I do shop hydrotest instead of pressure testing and assemble the parts at site?
NFPA 54 Cl 8.1.2 (given below) doesn't mention hydrotest.
"Test Medium. The test medium shall be air, nitrogen, carbon dioxide, or an inert gas. OXYGEN SHALL NEVER BE USED"

Not sure if I got this right and not into gas but it doesn't make any sense to test components individually prior to installation because all hydro-testing mandated by codes is to make sure that all was built properly. To get certification, all individual components are typically tested to a nominal pressure and therefore what you are suggesting is already done by the manufacturer.
 
My interpretation is that a shop hydrotest on subassemblies does not satisfy NFPA 54 testing requirements. The NFPA 54 pressure test is a pneumatic leak test that is intended to be performed on a completed fuel gas system just before being placed into service.
