NFPA 72 code on Access Control for door release

NFPA 72 (2002) 72-55 6.15.7 Access Control doors that do not have free access with mechanical hardware need to be tied to the fire alarm system for door release. Example: If the door has a Maglock or a fail secure strike on it, the door needs to release in the event of a fire alarm. Some confusion exists since IFC International Fire Code 1003.3.1.3.4 requires point one : A request to exit type device such as a motion detector, two: loss of power to release door, three: another device such as a bar or a button separate from the RTE or REX. Is this correct that you need a button and a motion? Up until now we have been designing Access Control system with just a request to exit motion and of course the module to tie the access control into the Fire System but we have not been adding the button. We appreciate your comments and answers.
