NFPA-85 fuel pipe shut off - T fired

There's a debate going on here around the requirement of 2 shutoff valves per coal pipe. Some earnestly say that the burner is really an interior section of the furnace on Tangentially or corner fired designs, so a valve can not be placed near the "burner" and therefore a second valve is not needed.

Is there some formal ruling on this someplace?
