Can anyone tell me what 'AL = Select one in group" means in this table? ie: does it mean select EITHER safety glasses OR safety goggles? Additionally, what do the "-" indicate?

Yes, either (The ledgend explains this) The hask marks indicate there is not a task but the begining of an equipment group
