NFPA STANDARD 16.1.9.2

Can any one explain what they exactly mean here in this NFPA clause?

16.1.9.2 Barriers shall be fitted within 2 in. (51 mm) horizontally around rack uprights.

NFPA 13 2010 16.1.9.2 is giving the field guys an acceptable tolerance. They don't need to notch the sheet of plywood or sheet metal to the exact dimensions of the vertical supports (rack uprights). They just need to be within two inches on any side.
