NFPA13 exceptions 1

[Weldinspect]

We are coordinating the design of a new high rise building and the Fire Dept. observed that all 5 parking leves shall have automatic sprinkler systems acording to NFPA 101 section 11.8.3.1 but NFPA 88A section 6.4.4 says that in open parking spaces A. S. systems shall not be required. This is contradictory, what do experts say??

Plus the ahj more than likely has not adopted NFPA 88a
