No viewport in new layout

I found that under options->display the setting for "create viewports in layouts" was not checked. I tried changing this in the acad.dwt file, but still every time I create a new layout in an existing file it doesn't have a viewport on it.

Any ideas how I can set this option globally?

I tried changing it in an open drawing, and the setting applied to any new drawing. So I don't belive it matters what is set in the template, rather what the user has it set to(so the setting should be saved in a "profile")
