Does anybody know why the site is down and or another place I can get point precipitation frequency estimates?

From NOAA this morning:

"Unfortunately the Precipitation Frequency Data Server (PFDS) is currently not available due to a significant facilities issue at a NWS data center on March 9. Teams are working to restore the capabilities but we do not have a time estimate for restoration of services.

In the meantime, if you let us know the location (latitude and longitude information in the decimal degrees) you need estimates for, we can provide the estimates to you in a tabular format. Best regards, HDSC"

That's a bit ironic. Hopefully they are updating the "Precipitation Frequency" database.

 
I was able to find some 100 year, 1 hour rainfall maps in Section 1106 of the International Plumbing Code.
