can anyone help me understand what is a nominal moment?please.

I believe that nominal moment is the actual flexural resistance of a section calculated from section geometry and section material properties.

In load factor design method the nominal moment (Mn) is usually multiplied by strength factor (phi) to obtain moment resistance (Mr):

Mr = phi * Mn

phi accounts for section dimension tolerances etc.

Then Mr must be larger than the applied factored loads.
