Does someone can explain to me what is the nominal root area, of an anchor for example

It's the bolt area based on the diameter at the bottom of the threads- tabulated for common bolt sizes, for example, in AISC, shown as "Min Root AK".

There is also "Tensile Stress" area which includes part of the threads and "Gross Area" for the shank/unthreaded part of the bolt.
 
API 650 - 5.12.4 Allowable stresses for anchor bolts shall be in accordance with Table 5.21a and Table 5.21b for each load case. The allowable stress shall apply to the net root area or area based on nominal corroded shank diameter of the anchor bolt, whichever is less.
