Non-Code Vessel needs new bolted head - R-3 Form, U-Stamp, PRT?

I've been searching the Internets for the past few days trying to find an answer to my question to no avail. There is a similar thread on the forum here I found yesterday ( i cant seem to find it today) but it doesn't quite pertain to my dilemma. I've gotten in contact with the Representative from the Office of the State Fire Marshal and have gotten a, seemingly typical, boilerplate answer of "If the vessel is operated at or below 15 psi, the vessel is exempt from State of Illinois Inspections." So, alas, I am here to see if you fine gentlemen will help me.

We have a vessel that has a Flanged Head (with 1" Internal Coils for Condensing) that needs replaced because of corrosion found recently. It will be "Replace-In-Kind" but using the latest edition of the ASME Sect.VIII code. Please see vessel information below.
Questions:
1. Should this head be fabricated IAW Sect. VIII / NB-23 and be documented on an R-3 Form?
2. Should this head be fabricated IAW Sect. VIII and have a (PRT) U stamp?
3. Should this head be fabricated IAW Sect. VIII and have a U stamp?
4. Does this even need to have any involvement with State or National Board? ie Just fabricate it using ASME Sect.VIII code and have one of our in-house Inspectors make sure it is done correctly.

The predicament we are in: We have a Vessel that has a design pressure of 50psig that has no stamp, that operates in Illinois. Okay no big deal with the grandfathering and state special loopholes. But, now we need a new head and it is to be RIK.
-The vessel that the New Head will be bolted to, is not Stamped and operates under 15psig. But, the New Head will have a Design pressure of 50psig. If we decide to increase our operating pressure above 15psig, it will need to be "okayed" by the State in order for operation to commence. If it is not stamped, is this going to be an issue?

What did your AIA explain when you asked them?

Contact the Insurance Company that provides coverage for the item in question. Any interaction with the Jurisdiction or Insurance Company should be documented and filed.
IMO you may use Appendix 43 of ASME Section VIII Div. 1 2019 Edition. Having the replacement item Code Stamped would seem to be the best approach.
 
The state guy (or gal) would not elaborate with his answer. I am attempting to contact the insurance company. In the mean-time i think I am going to have the new head designed and stamped if at all possible. I was hoping someone here had run into this situation before and could shed a bit of light on the situation for me.

You can replace head with another head but its should be [highlight #FCE94F]fulfill Part requirements[/highlight]. and suppose original vessel is registered in national Board then this part must be registered in National Board.

Yes you can refer Appendix 43 of Section VIII Div. 1 for more details.
 
We are going to have the Part fabricated per APP 43. Thank you guys for the help.
