Hey guys,

I need a non-ferrous pneumatic cylinder. it doesn't need to be anything fancy, just a basic one, but it can't use any ferrous material at all (no iron, steel, stainless steel, etc.) in any part of it. Any advice?

Aluminum.

I can tell you about injuries I have seen involving sensitive body parts and a potato gun made out of PVC. So I wouldn't make it out of PVC.

Engineering is not the science behind building. It is the science behind not building.

It's no trick to find brass cylinders in modest sizes.
... all of which have stainless steel rods.

Maybe you can get an 'all brass' cylinder as a special, or buy a mostly brass one, and make a brass rod for yourself.

Rubber airbag actuator?

What's the reason to avoid iron? Kinda curious.

Look inside a player piano. Plenty of pneumatic cylinders made of nothing more than wood, leather, and glue.
... plus some skill that may be hard to find.
