Non-prequalified Welded Joint

Once in a while, we encounter a welded joint that is not pre-qualified (or shown in the AISC 9th Edition pages 4-152 to 4-173). Does this mean that we must assume the capacity is zero? Is there a way to calculate the capacity of a non-prequalified weld?

If a pre-qualified weld shows a butt joint, does this mean that the same weld should not be used on a tee joint?

I thought that all unqualified welds had to be tested. This is a ? for AWS.
 
These are connections for Owner built monorails. We are trying to rate them.
 
Have you posted this on the Welding, Bonding & Fastener engineering forum?

I do agree with scottiesel that its a question for AWS.
