you can if you know how to convert N/mm2 to lb/in2 (ie if you know how to use google).

but I don't see how converting these two point loads to a pressure over the plate will tell you much about how the plate is affected by these loads.

The force shown at the lower end of your sketch is not on the diagonal. This means that the resultant force will not be centered on the plate and as a result, pressure will be variable.

If the resultant force of 13 N was centered on the plate and the plate was a rigid body, the uniform pressure would be 0.0027 N/mm2 which would be equivalent to approximately 0.385 psi.

If the plate bends in order to apply pressure to a substrate, pressure on the substrate will not be uniform; its value will be dependent on the stiffness of the plate and the properties of the substrate.

Upon what are are those forces applied? The stress at the indicated contact point should approach infinity, given that the area appears to be zerol.
