Normal and destabilizizng load

What is the difference between normal and destabilizizng load in BS 5950-1 as per below table.
Can I assume DL, LL and Wind load as Normal loads?

Destabilizing likely relates to a load position above the member shear center rather than the origin of the load.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
