Normalizing SA105 Material for Nace 2

I have an existing ASME VIII, Div 1 pressure vessel that I am not 100% sure the SA105 flanges have been normalized. The H2S partial pressure is not super high, only 1.25 psi.

Is normalizing of SA105 required per section A.2 of NACE MR0175 if the hardness requirements are met (187 HBW)?

My flanges may very well be normalized already, but I am not 100% sure. Is the hardness reading alone acceptable to meet the SSC requirement?

If they turn out to not be normalized, but do meet the hardness requirements, would this be a violation of A.2 for Nace MR0175?
 
Would PWHT of the entire vessel eliminate this issue? I am aware PWHT is not the same as normalizing. Thanks in advance.
 
Metallographic examination and hardness testing are not proof the material is in a normalized condition, although these might give you a good comfort level.
When you reregister a vessel or change its service conditions, what you are doing is multifaceted risk assessment.

Oft times normalizing will be noted by SA-105N stamped on the valve; check it. I assume that you do not have access to the MTR since normalized will be clearly identified on it.
