I am studying ASME Sect IX. Probably a dumb question here but QW 171.1 reads "toughness tests shall be made when required by referencing codes...."

My career has been mostly limited to the ASME Sect 1 and B31.1 code. I cant say as I have ever ran across a specific instance where it was required by either finding it in a code book or requested by a customer. Could have missed it.

Short answer is I would like to able to answer the question " How do you know if toughness tests are required or not? Ie, speaking in general terms, where/when is this typically required?

I can't speak for Section I, but for B31.3 and Section VIII, Div 1, the requirement for toughness testing is by design, and specifically, the temperatures for which the system is designed.

Example (Example ONLY!!!), if you have a piping system made of carbon steel and the design temperature is -20F, and the material is only good down to 0F, by design, you would have to impact test to prove robustness as required by code. Actual operating temperature may never see service temperatures that low, but if it were to happen, the system is has been shored up to meet the code requirements.

I see it now with Sect VIII Div 1 UCS 66, B31.3 in 323, b31.1 124.1. B31T and non mandatory appendix VIII. Cant find anything in Sect 1
 
You won't find any in Sec. I. It is for higher temps. toughness/MDMT are not an issue.
