How can I link a note so it extracts information such as file name, drawing scale etc. UGNX4 is the version being used.

The only interactive options you have are through the Annotation Editor->Relationships tab and then Expressions, Object Attribute and Part Attribute.

You can grab attributes in a note. So if you have the attribute in the file you'll need to add the syntax to grab that attribute. For example if you had a part attribute named "PART_NUMBER" with a value of "123456", you would add this "<w@PART_NUMBER>" to the annotation note. In the note it would replace the syntax with "123456".
