Nozzle weld seam efficiency

We believe if we have a nozzle > NPS 10" or > 1 1/8" thickness, we need to use the joint efficiency from UW-12 on the long weld seam of the nozzle in addition to the weld factor in the allowable stress from Section II.
The question is how does whether you spot x-ray the vessel section Category B or C joints affect the nozzle efficiency per UW-11 (a) (5) (b)?
Appendix L-9.2.4 seems to indicate this has a factor on when you "double dip" and take the weld efficiency in addtion to the welded stress value from Section II.

If this is welded pipe with no Category B or C butt welds, the requirements of UW-11(a)(5)(b) do not apply and you could use E = 1 as directed by UW-12(e) and UW-12(d) for your UG-27(c)(1) calculations.

If this a rolled plate nozzle the joint efficiency would be from Table UW-12 for Type 1 or Type 2 butt joints and extent of RT.

The exception is when performing area replacement calculations in accordance with UG-37; in which case joint efficiency is always E = 1 for t[sub]rn[/sub].
