We have a situation where we are welding a Long Weld Neck flange to a condensate drum while the drum is in service so that a hot-tap can be performed. We would like to minimize the amount of welding.

Is it acceptable to use less than a full penetration weld if all of the strength path calculations are performed and show that the weld is acceptable. We would still include the fillet weld with throat dimension tc per fig UW-16.1.

This may be considered as an "alteration" instead of a repair to a pressure retaining item, please check your local Jurisdiction and/or the National Board Inspection Code requirements. If this is an alteration, other rules comes into play that would prohibit you from doing this on-line.

If the condensate drum operates below 15 psig, I don't see any problems with your proposed installation.
